Transfer of Siberian Tiger from CITES App. II to App. I

The proposal by Switzerland at the Conference of the Parties to CITES in Ottawa, 12-22 July, 1987, to transfer the Siberian tiger to App.I, which already includes all other subspecies, was opposed by the USSR on the grounds that the Siberian tiger is not threatened with extinction because it is said to be well protected in the USSR and a world captive population of over 600 exists. The Committee of the Parties voted 49-2 (USSR and Costa Rica) in favour of moving the Siberian tiger to Appendix I.
