Roaring back: anti-poaching strategies for the Russian Far East and the comeback of the Amur tiger

The authors of this chapter represent the Global Survival Network (GSN), an environmental security NGO that works closely with wildlife biologists and enforcement personnel worldwide to develop effective species recovery programmes. GSN co-sponsors anti-poaching operations in the Russian Far East, where we approach tiger conservation from a strategic, 'environmental security' point of view. Therefore, we will examine the objective of the Russian programme, code-named 'Operation Amba', the impediments to this objective (i.e. the threat), the strategy designed to overcome the threat and the tactical plan that the rangers of Operation Amba continue to follow. This analysis will cover four distinct stages of anti-poaching operations, from 1994 to 1997.
